| - This thesis has as objective to analyse the role of the international and regional institutions in the stabilization of the Mediterranean space to try to understand it but also to study their mechanisms of action on the international stage. Initially, an analysis of both military and non-military risks in the Mediterranean will help to understand the multiple role of security in its broadest sense in this region. In a second step, after a presentation of European and American approaches to this area, an analysis of the strategy of the EU and NATO will help to see the importance of the Mediterranean environment and to explain the crisis in the bilateral relations between countries of the region.All this work will help to realize that the Mediterranean problimatic entered into a passive charge of relations between the concerned states and that its evolution will be a test for the future of the international system, the Mediterranean is at the crossroad of interests and spheres of influence of potential hegemonies.Finally, no institution would like to leave the Mediterranean Sea in the countries of the south da freedom to operate separately and individually, what explains the necessity to create a regional incorporation south-south to be able to take up the major challenges which possent in this region in dévelloppement, and to face up sécuraires danger which watch for it
- Cette thèse a pour objectif d'analyser le rôle des institutions internationales et régionales dans la stabilisation de l’espace méditerranéen afin de tenter de la comprendre mais aussi d'étudier leurs mécanismes d'action sur la scène internationale. Dans un premier temps une analyse des facteurs de risques en Méditerranée à la fois militaires et non militaires va permettre de comprendre le rôle multiple de la sécurité au sens large du terme dans cette région. Dans un deuxième temps, après une présentation des approches Européennes et Américaines de cet espace, une analyse de la stratégie de l’UE et de l’OTAN va permettre de constater l’importance de l'environnement méditerranéen et des relations bilatérales entre les pays de la région pour expliquer cette crise. Ce travail va permettre de se rendre compte que la problématique méditerranéenne est inscrite dans un passif chargé de relations entre les États concernés et que son évolution va être un test pour l'avenir du système international, la Méditerranée se trouve à la croisée des intérêts et des sphères d'influences des hégémonies potentiels. Enfin , aucune institution ne souhaiterait laisser aux pays du sud da la méditerranée la liberté de manœuvrer séparément et individuellement , ce qui explique la nécessité de créer une intégration régionale sud-sud pour pouvoir relever les défis majeurs qui se posent à cette région en matière de développement, et faire face aux dangers sécuritaires qui la guettent
