| - Over the course of their development the French-speaking Sub-Saharan African countries have been witness to many events. Influenced by the institutional reforms that were supposed to produce the government bodies capable of leading them, it ended in a game where the players were immobile. In fact the explanations that have been traditionally invoked, such as colonisation or the incomplete fusion of the nation-state, to explain the failure of certain political reforms, should now be put into perspective. Under the prism of sectarian reforms, this problem has been dealt with by an accumulation of separate measures sometimes aimed at conflicting purposes, which has not always produced the expected results. Whichever angle of attack has been employed in constructing the models used to develop these countries, the experience itself has proved to have its limits. At a time when the economic powers are being regionalized, it appears that it is necessary to think about a new strategic framework which may be needed to boost the African economy. The arrival of economic federalism in the guise of regional economic poles has arisen as a means of accomplishing this. In order to do this however, certain indispensable adjustments are needed, such as the implementation of new ways of measuring the performance of the African states e.g. the Global Democratic Index and a developing nationalism. In light of these facts, the tourism and health and education sectors need to be approached from a different angle. It is only through these combined efforts that the African countries will be able to escape from the disintegrating state of their economyAt a time when the economic powers are being regionalized, it appears that it is necessary to think about a new strategic framework which may be needed to boost the African economy. - Le développement des pays francophones d’Afrique subsaharienne a connu bien des péripéties. Abordé par le canal des réformes institutionnelles censées produire des organes capables de les y conduire, il s’est soldé par un jeu d’acteurs immobiles. En effet, les justifications traditionnellement invoquées – comme par exemple la colonisation ou la greffe imparfaite de l’État-nation – pour expliquer l’insuccès des réformes politiques, doivent maintenant être relativisées. Sous le prisme des réformes sectorielles, cette problématique a été traitée par une compilation d��actions éparses visant parfois des objectifs contradictoires. Elles n’ont pas produit les résultats escomptés. Que se soit l’un ou l’autre angle d’attaque pour la construction de modèles de développement dans ces pays, les expériences menées ci et là depuis les indépendances, ont révélé leurs limites. À l’heure de la régionalisation des forces économiques, il apparaît nécessaire de penser à un nouveau cadre stratégique pour la relance de l’économie africaine. L’approche du fédéralisme économique sous la forme de pôles économiques régionaux, se présente comme un moyen pour y parvenir. Cependant elle nécessite des aménagements indispensables notamment, la mise en place de nouveaux indices de mesures des performances des États africains comme l’Indice démocratique global et un nationalisme de développement. Dans cette optique, les services le tourisme, les questions d’éducation, de santé doivent être approchées sous un angle nouveau. C’est seulement avec ces efforts conjugués que les pays africains se donneront des possibilités de sortie de l’état de délitement de leur économie.
