| - L'évolution inquiétante de la criminalité dirigée essentiellement contre les biens dans les pays d'Afrique noire francophone interpelle. N'y a-t-il pas nécessité qu'une attention toute particulière soit accordée à la question de l'insécurité grandissante dans ces pays en voie de développement ? Près d'un demi-siècle après son accession à la souveraineté internationale, n'est-il pas temps que la République du Bénin, une fois sa stabilité politique retrouvée parvienne enfin à se doter de stratégies et de moyens adéquats pour lutter efficacement contre les atteintes aux biens ? L'analyse a permis d'identifier les indicateurs de performances spécifiques adaptés aux réalités sociales, culturelles, économiques et politiques du Bénin en vue d'une part, d'améliorer les propositions contenues dans le projet de code pénal en étude à l'Assemblée Nationale béninoise, et d'autre part, de favoriser la mise en place d'un cadre institutionnel efficient pour réduire, voire éliminer les infractions contre les biens au Bénin.
- The disturbing evolution of criminality aimed essentially at property in African French speaking black countries is puzzling. Isn't it necessary that a particular attention was paid to the question of growing insecurity in these developing countries? Almost half a century after its accession to international sovereignty, isn't it about time that the Benin Republic, once its political stability is restored, succeeds at last in creating strategies and means suitable to fight effectively against the attacks on property? Thanks to analysis it has been possible to identify the indicators of specific results suitable for social, cultural, economic and political realities of Benin, first in order to improve the proposals included in the project of penal code discussed by the Benin national Assembly and, on the other hand, to favour the creation of an efficient institutional frame to reduce and even exclude offences against property in Benin.
