| - Ce travail de thèse s’attache à étudier la question de la transgression dans une organisation d’ordre particulière (la gendarmerie nationale). Cette institution poursuit un idéal : éliminer toute forme d’incertitude, empêcher la survenue de tout acte transgressif ou de tout conflit. Pour ce faire, elle définit un ordre organisationnel (dénommé ordre gendarmique). Cet ordre est au service d’une logique managériale qui vise à rationaliser des activités, des actions, à encadrer un métier, à s’assurer la coopération, la participation de ses membres afin d’assumer les missions qui lui sont confiées. Dans ce cadre institutionnel, pour comprendre un fait particulier (en l’occurrence le conflit des gendarmes de décembre 2001), nous avons été amené à construire un concept opérationnel : la désobéissance organisationnelle (une forme de transgression des règles). Des gendarmes ont recouru à ce type de protestation collective pour servir une cause qui apparaissait légitime à leurs yeux : défendre l’éthique de leur métier et obtenir une juste reconnaissance du travail accompli. Parce qu’à un moment donné, ils ont eu la conviction que les réformes institutionnelles auxquelles ils étaient soumis et les évolutions sociétales à l’œuvre remettaient en question, peu ou prou, la conception qu’ils se faisaient de leur action, de leur métier et les conditions dans lesquelles ils l’exerçaient, les gendarmes se sont engagés dans un conflit social atypique par bien des aspects
- This thesis project focuses on the issue of transgression within a law-enforcement body (the State police). This institution is based upon an ideal: the elimination of all de-stabilizing forces, and the prevention of all acts of transgression or conflict. In order to achieve this dual mission, an organizational order is devised (otherwise known as a police order), along the lines of a managerial rationale, the objective of which is to streamline activities and action, provide a clear framework for the vocation of policeman, and guarantee the cooperation and participation of those involved and, by extension, the accomplishment of the responsibilities given to them. Within this institutional environment, and in order to fully understand a particular case in point (in this instance, the December 2001 police dispute), an operational concept was devised: organizational disobedience (a form of transgression of rules and regulations). Certain members of the police force took up a collective protest in order to support what they deemed to be a legitimate cause: defending the ethics of their profession and obtaining just recognition of the work accomplished. At one stage in particular, the policemen in question were convinced that the institutional reforms that affected them and the societal changes that were in progress more or less called into question the basic idea that they had of their own profession, as well as the conditions in which they carried it out. Members of the police force therefore committed themselves to a social dispute that was unusual from a number of points of view
