Dans ce cours général de droit international public, Prosper Weil, professeur émérite de l’Université Paris II, renonce à exposer, chapitre après chapitre, la substance de la matière, et entend se limiter à quelques considérations sur le droit international en tant que système juridique. In this general course of public international law, Prosper Weil, Professor emeritus of the University Paris II, abstains from outlining, chapter after chapter, the substance of the matter, but limits himself to some reflections on international law as a legal system. Professor Weil thus proposes to review the existential problems currently facing international law, and examines the problems of normativity that he finds himself confronted with in this transitional period between the world of the past and the world of the future. In the first part, devoted to the existential problems, Professor Weil discusses the question of the reality of international law and its area of application. The second part is dedicated to the problems of normativty. The author explores the access roads to international normativity, the structural weaknesses of international normativity, the crisis in international normativity, and finally the sanction of international normativity.
